ARTG Results & VOSI Autism Awareness Proclamation

To All VOSI Members.

In accordance with the National Technology Transfer and Advancement Act of 1995 (NTTAA), the Autism Research Task Group (ARTG) was formed in order to review the 3 Voices of Safety International (VOSI) autism research reports and associated standards. A review of both sides of the issue was given to all ARTG members to allow them to reach their individual conclusions.

All ARTG members were asked to complete the review of the ARTG articles, after which the results were compiled and summarized by the VOSI ARTG coordinator, Steve Trushell. All Task Group Members approved the 3 VOSI Research Reports and their correlation with the 2004 Defeat Autism Now (DAN) Conference. The final ballots and conclusions can be found here. In celebration of April 2006 – National Autism Awareness Month, Voices of Safety International (VOSI), www.voicesofsafety.com, invites all VOSI members to forward this "Proclamation" to the mayors in the area where you live and ask them to sign the "Proclamation".

VOSI’s goal is 100 cities before these results are given to the FDA and CDC to force them to accept this VOSI autism Research Reports and Standards.

Local Government Proclamations for Autism Awareness
 
April is annually recognized as "Autism Awareness Month". The New Jersey Center for Outreach and Services for the Autism Community (COSAC) has obtained the cooperation of many local government to issue official "Proclamations" that provide facts on autism. The 2005 "Proclamation" stated that autism was once a rare disorder affecting only one in 10,000 people whereas the current rate (according to the Centers for Disease Control (CDC) is one in 166 children. This is and epidemic!
 
As a resident of N. Caldwell, and chairman of Voices of Safety International( VOSI), I attended the 4/19/05 meeting where the COSAC "Proclamation" was read and posted on the township bulletin Board. At this meeting I proposed that the information on the VOSI website be added to the "Proclamation" in order to alert citizens of the existence of the VOSI autism Standards and Research Reports". This suggestion was accepted and won in an e mail to the N. Caldwell Clerk dated 4/20/05.
 
The COSAC "Proclamation" was not amended to include the VOSI information in order that the mayor could appoint a liaison person to an Autism Research Task Group (ARTG) formed specifically to review the VOSI autism Research Reports that indicate, according to a survey of more than 1200 parents , that the % contribution of mercury in vaccines, the triple vaccines DPT and MMR, and genetics as causes of the autism epidemic are 18, 62 and 20% respectively. David Paris, currently N. Caldwell Borough Attorney and previously president of the N. Caldwell Council , was appointed as a liaison member to the 11 member ARTG
 
The National Technology Transfer & Advancement Act, also specifically directed to federal agencies, encourage all levels of government to utilize private sector standards that can be be of benefit to the health and safety of their citizens. VOSI is a private sector standards writing organization recognized by the National Institute for Standards & Technology (www.voicesofsafety.com ..."About VOSI"), Local governments should advise their citizens, by means of "Proclamations" about the availability of theses  VOSI autism standards in order that they may be aware and make individual decisions as to whether these standards should be utilized.
 
The 9 member ARTG, which included Judith Ulchinsky, Director of Special Services, West Essex Regional Schools and Marsha Rickles, N. Caldwell News reporter for the Progress, were required to review and ballot seven resources including the three VOSI autism research reports and standards, and the federal government's position on the vaccination/autism link. The VOSI standards and research report were approved unanimously whereas only two thirds of the participants supported the governments position. The two liaison members of the ARTG, David Paris and Ruth Schuster, Director of Special Education, N. Caldwell Public Schools were not required to review or participate in the poll but were made aware of all task group activities.
 
Based on completion of the ARTG review and approval of the VOSI Research  Reports and Standards, local mayors are encouraged to sign the following "Proclamation".

PROCLAMATION

Whereas, the National Technology Transfer Act of 1995 encourages local governments to review and utilize private sector standards, and,

Whereas, Voices of Safety International (VOSI) is a private sector standards writing organization recognized by the National Institute of Standards & Technology (NIST), and,

Whereas the VOSI Autism Research Task Group (ARTG) has unanimously accepted the VOSI autism Research Reports and Standards and concluded that local governments should issue "Proclamations" encouraging their citizens to become familiar with them, and

Whereas the VOSI Website contains both Research Reports and Standards on the probable cause of and possible prevention of the autism epidemic at www.voicesofsafety.com ...."Public Health"

Now, Therefore I ........................, Mayor of ................... urge all employees and residents be made aware of, review and utilize the applicable VOSI autism Research Reports and Standards in order to become aware of the probable causes and prevention of the autism epidemic.

VOSI Supports UCS Scientific Integrity Program
National Engineers Week, February 19-25, 2006

Voices of Safety International (VOSI, www.voicesofsafety.com) recognize the importance of Scientific Integrity to the professions of science and engineering. VOSI has modified the following "Scientific Integrity Program" Statement of the Union of Concerned Scientists (UCS, www.ucsusa.org) in order to recognize the importance of the contribution of the engineering profession in using scientific integrity in the design of all engineering projects that affect the health and safety of people and the protection of the environment.

The role of science and engineering in our society is to ask questions, to facilitate free and open access to information, to provide facts and evidence that can guide and shape policy, and to contribute to the betterment of society through technological improvements. Scientific discoveries and innovations play a critical role in increasing our nation's living standards, ensuring our national security and improving our families' health and well being. From the development of new medical interventions to technologies that make our environment cleaner and our lives safer, the application of scientific information by engineers is essential in guiding public policy decisions.

Yet to be effective, science and engineering depend on adherence to fundamental principles in its pursuit and application. These principles include objectivity, the use of rigorous research methods, transparency, and the disclosure of potential biases and real or perceived conflicts of interest.

In order to preserve the core values in science, engineering and science-based decision making our nation's policies should uphold fundamental scientific principles and engineering practices. We call upon the administration and Congress to make a commitment to policies that will support those principles.

These policies should:

  1. Ensure that all scientific and health information and reports provided by the government are based on full and informed assessments of all relevant data, done in an independent manner, free of financial conflicts of interest.
  2. Ensure that scientists are not pressured to delay, suppress, or alter scientific or medical information that may be in conflict with specific political positions, and are not penalized if they resist such pressure.
  3. Ensure that the Federal Advisory Committee Act (FACA) is fully enforced, to make certain that scientific advisory committees are able to provide the highest quality independent scientific advice to the government, without political or ideological bias. Ensure that people who do not have adequate scientific or engineering qualifications are not appointed to scientific advisory positions.
  4. Safeguard against subjecting scientists and engineers to ideological or political litmus tests for advisory committees and civil service positions.
  5. Ensure that the President and Congress receive scientific advice as early as possible in the decision making process, and that this is done in a transparent fashion.
  6. Ensure that the lack of complete certainty or irrefutable proof does not erode time-honored precautionary approaches to public health and environmental protections.

The suppression and distortion of scientific information erodes credibility and public trust in government, and may compromise the health and safety of Americans and the environment.

The most effective way to support this work is to sign the scientist and engineering statement on scientific integrity. The statement can be read and signed online at the following Website:

This statement gives us the ability to show that a great number of scientists and engineers are concerned about this issue. In fact, the statement was mentioned in a recent cover story in Time magazine.
